Elizabeth Jarvis-Shean, Chief Corporate Affairs Officer of DoorDash, said that the proposed “No Tax on Tips” legislation should encompass all tipped workers, including millions of independent delivery workers and drivers who receive tips from Americans.
“We’re fighting to make sure that No Tax on Tips applies to *all* tipped workers – including millions of independent delivery workers and drivers who Americans tip every single day,” said Jarvis-Shean, according to LinkedIn.
The “No Tax on Tips” proposal is part of a broader initiative to eliminate federal taxes on tipped income. Initially aimed at traditional service industry employees, the effort has garnered support from companies like DoorDash and Uber. According to The Wall Street Journal, these companies are advocating for lawmakers to include gig workers such as delivery drivers in the legislation. They argue that their workers rely heavily on tips and should receive the same tax benefits as conventional employees.
The House Ways and Means Committee has introduced a tax proposal allowing independent contractors—such as drivers, couriers, and beauty professionals—to deduct qualified tips from their taxable income. This deduction applies to tips reported on Forms 1099-K, 1099-NEC, or 4317 and would be effective from 2025 through 2028. To qualify, individuals must earn under $160,000 annually and work in occupations that customarily received tips before 2025.
Kristin Sharp, CEO of the Flex Association, commended the proposed legislation for supporting American workers by enabling them to retain more of their earnings while ensuring transparency and accountability. She expressed gratitude to Chairman Smith and the Ways & Means Committee for including app-based earners in the initiative. Sharp highlighted the importance of recognizing the contributions of the 7.3 million independent workers in the app-based industry.
According to her LinkedIn profile, Jarvis-Shean is responsible for overseeing global strategy for communications, public policy, sustainability, and social impact at DoorDash. She joined the company in 2019 and has held several senior leadership positions before being elevated to her current role in October 2024.
